On 3 January 2005, we welcomed Mrs Tan Ching Yee back to MOE
as our new Second Permanent Secretary (2PS), after her stint
in the Ministry of Information, Communications and the Arts
(MICA) as its Deputy Secretary (InfoComm and Media Development),
and Chief Executive Officer, InfoComm Development Authority
of Singapore (IDA).
A familiar face in MOE, Mrs Tan had held key positions in MOE
from 1997 to 2002 as the Director of Higher Education and then
concurrently as the Director of Planning, before she took over
as the Deputy Secretary (Policy) in November 1998. While in
MICA and IDA, she has spearheaded the development of the infocomm
industry, delivery of citizen-centric e-government services
and transformation of the government's IT infrastructure.
Expressing enthusiasm for her new appointment, Mrs Tan quipped,
“It is exciting to be back among many friends and colleagues.
I did not expect to be back so soon.” Though having left MOE
for two and a half years, Mrs Tan was gratified to see significant
changes in the education system such as the march towards greater
diversity and choice. “The Singapore economy and society have
become more sophisticated and complex, and our education should
ensure that our young are prepared to thrive in this new environment,”
observed Mrs Tan.

On her plans as 2PS, Mrs Tan looks forward to spending some
time
re-connecting with the issues and people in MOE. She added,
“In a general way, I hope to play a useful role within the senior
management team, and support the political leaders in bringing
about the kind of education system we want to have.”

The start of the new year also saw a new Director take the helm
at Schools Division in MOE. Mr Wong Siew Hoong first joined
the Education Service in 1984 as a teacher in Victoria Junior
College. He then moved on to become the Vice-Principal and,
later, Principal of Tanjong Katong Secondary School. In 1997,
he was attached to the Planning Division in MOE HQ for two years
before taking up the position of Headmaster of Raffles Institution.
Of his fruitful years in the education service, Mr Wong has
this to share, “I was privileged to be working alongside many
able school leaders and teachers in looking after our charges.
These school leaders and teachers were better trained and very
strongly motivated. They were the source of the professionalism
in our fraternity and the reason for the strong and healthy
development of our schools in the last 20 years.”

In his new role as DOS, Mr Wong hopes to “diversify our educational
landscape to provide more choices and greater customisation
in our schools so that we can offer a rich experience and develop
the talents in each one of our students.”
