Primary School Placement

 

Overview

 

Returning Singaporeans (RS) may seek admission to our Schools at anytime of the year.  RS are, however, encouraged to seek admission in the first half of the year, as the school year is from January to November each year.

 

RS who have gained admission into a primary school are encouraged to apply for Leave of Absence Scheme (LOA)  to reserve a place in the school.   RS who have not applied for LOA may still approach MOE to seek assistance for admission to our schools.

 

RS seeking Primary School generally fall into the following groups:-

  1. Pupils eligible for Primary One Registration
  2. Primary school admission for pupils on LOA
  3. General School Placement – Primary school admission for pupils who did not apply for LOA

RS Eligible for Primary One Registration

 

Parents of RS children due to enter Primary One are encouraged to register their children while abroad during the Primary One Registration Exercise. A child who has applied and been allocated a school place during the exercise while overseas is eligible to apply for LOA from the school.  Details of the application procedures are available at the web-site :   http://www.moe.gov.sg/esp/schadm/p1/2006applicationforms.htm

 

The Primary One Registration Exercise Application Forms can be obtained from the Singapore Embassies, High Commissions and Clubs overseas. Parents who wish to register their children for Primary One should take note of the following:-

  1. A child who will be 6 or 6+ as on 1 Jan of the year of admission to Primary One should use the Primary One Registration Exercise Application Form provided to do the registration.
  2. Parents must know the  priority phase   the child is eligible for. The different phases and dates of registration are found on the Primary One Registration Exercise 2006 schedule. 
  3. If an elder child is currently on LOA from a primary school, the younger sibling can be registered in the school under Phase 1 of the Primary One Registration Exercise.
  4. If an elder child was previously on LOA from a primary school and is now at secondary level, the younger sibling can be registered in the school under Phase 2A(2) of the Primary One Registration Exercise.
  5. Parents can find out the vacancy position of the individual schools on the internet at www.moe.gov.sg/esp/schadm/p1/availablevacancies.htm from late June onwards.
  6. Parents must complete the Primary One Registration Application Form. The form can be downloaded here. The address to be used for the Primary One Registration Exercise will be the parent’s address as shown in the parents' NRIC. The completed form must be accompanied by copies of the documents listed below and returned by fax (65-67768616) to Pupil Placement Section, Ministry of Education before the date of the child’s eligible registration phase. The cover note should include the parents’ overseas address and contact numbers

  List of (Photocopied) Documents to be Submitted

i   The child's Singapore Birth Certificate/Entry or Re-entry Permit

ii  The child's Singapore Citizenship Certificate for those who are not Singapore Citizens at the time of birth.

iii  Singapore NRIC of both parents or Entry/Re-entry Permits of parents if they do not possess Singapore NRIC.

iv  Immunisation Certificate

v   Written evidence of eligibility [required for Phase 1, 2A(1), 2A(2) or 2B application]

vi  Written evidence of overseas posting

  1. Upon receipt of the completed application form and required documents, Pupil Placement Section will register the child at the phase for which he is eligible.
  2. Pupil Placement Section will also inform parents the result of the application by fax or e-mail at the end of each phase they apply for.
  3. If the child is unsuccessful in gaining admission to the school of choice, the parents should inform Pupil Placement Section, by fax, of the school of choice with vacancies for the next phase which the child is eligible.
  4. Alternatively, parents can authorise a person to register their child on their behalf. An authorisation letter is required from the parent. Please download the authorisation form here. At the time of registration, photocopies of the documents stated in Para F above will be sufficient. The originals of these documents should be presented for verification when the child reports to school.

General School Placement

Primary School Admission for RS on LOA

RS who are on the LOA can rejoin their former schools immediately upon their return.

Primary school admission for RS who did not apply for LOA

 

RS who are not on the LOA and seeking primary school admission may either (a) apply directly to the school to which they want to be admitted to (b) approach MOE Pupil Placement Section for assistance.

 

For RS approaching Schools directly:-

Primary schools with vacancies nearest to their home will admit RS without any placement tests or interview, to a level equivalent to the children's age cohort.

 

For RS seeking MOE assistance:-

RS may apply to MOE Pupil Placement Section for assistance for school placement by submitting the online Application Form For School Placement available at http://www.moe.gov.sg/esp/eduinfo  not earlier than three months before the intended date of school admission.

MOE would offer the RS a place in a primary school nearest to their home (with vacancies at the level appropriate to their age cohort).  RS do not have to sit for any placement test for admission to primary schools.  However, the school may conduct assessment tests after admission to ascertain the child’s current attainment level and provide the appropriate assistance to help the child settle back into schools.

RS can choose not to take up the places offered by MOE.  If so, they can approach other primary schools directly to seek admission with them, as is the current practice.  MOE will be happy to provide information on vacancies in schools they are interested in.  The schools which they choose to approach will continue to have the discretion to decide on whether to accept their application for admission.     

RS seeking MOE's assistance for school placement are advised to submit their requests for school placement three months in advance. This will help the RS to start school in Singapore as early as possible upon their return.

RS seeking primary school placement can follow the above procedures if they want to be admitted to schools between January and November.  Applications for admission after mid Nov would be considered in mid December of each year.  This is because MOE would be conducting a Student Transfer Exercise for Primary Schools (STEPS) to allocate a school place for local students who had moved homes.

2007 Primary School Admission

RS seeking 2007 Primary School Admission are advised to apply to MOE or approach schools of their choice directly to seek admission before 15 November 06 as MOE will be conducting the Student Transfer Exercise for Primary Schools (STEPS) for local students and applications for Primary School placement received after 15 November 06 will only be processed after 14 December 06 to enable STEPS to proceed.
